Community service instead of prison for non-violent crime: IELTS Writing Task 2 sample answer

The question

Write about the following topic:

People who commit non-violent crimes, such as theft or fraud, should do unpaid work in the community instead of being sent to prison.

To what extent do you agree or disagree?

Give reasons for your answer and include any relevant examples from your own knowledge or experience.

Key ideas for a high-band answer

  • A clear position (e.g. agree for most non-violent crimes, but prison should remain for the most serious cases).
  • Prison can make minor offenders worse (criminal contacts, loss of job and home), so they are more likely to reoffend.

Prisons in many countries are overcrowded and expensive to run, which has led some people to argue that offenders who have not used violence should repay society through community work rather than being locked up. I agree with this view for most non-violent crimes, although I believe prison should remain an option for the most serious cases.

The main argument in favour of community service is that it is more likely to change behaviour. Prisons often expose minor offenders to hardened criminals, and many people leave with new criminal contacts but no job or home, which makes them more likely to reoffend. By contrast, an offender who cleans parks, repairs public buildings or helps in a charity shop can keep their job and family ties while making amends. This kind of rehabilitation also allows offenders to repay victims and the wider community in a visible way.

There is also a financial case. Keeping one person in prison for a year costs taxpayers a considerable amount, money that could instead be spent on education, policing or support for victims. Supervising community work is far cheaper.

However, the phrase 'non-violent' covers a very wide range of crimes. A teenager who steals from a shop is very different from a company director who cheats thousands of pensioners out of their savings. For large-scale fraud, a prison sentence acts as an important deterrent and reflects the serious harm caused. Community service should therefore be used mainly for first-time offenders and less serious offences.

In conclusion, I believe that most people who commit non-violent crimes should be given community service rather than prison, as it is cheaper, more constructive and less likely to lead to further crime. Nevertheless, judges should keep the power to imprison those whose crimes cause major harm.
